Answer :
There are some countries offering basic income for the people who are not able to make money by themselves because of their physical constraints. I agree to the idea that the specific amount of money for living should be given when the beneficiaries cannot earn income.
The minimum amount of money for living should be provided in order to relieve the economic burden of the people who should take care of their disabled or too old members in their families. Some people may claim that it is unfair to serve other citizens with the tax that healthy and relatively young people pay. On the contrary of this opinion, all citizens have possibilities to be beneficiaries of the salary by government or their family when they get old or disabled by unfortunate events. Thus, providing the disadvantaged with income can widely protect any citizen who may suffer from economic difficulties in taking care of their close ones.
Besides, if the governments do not provide regular salary to the citizens who do not have ability to work, there are few ways they can ask financial aids. Even though many private charities help the living of the people who cannot work, the opportunities to receive financial assistance from them are limited as the sources of the charities or private non-profit organizations are not stable. Therefore, the most effective and stable way to ensure the safety of involuntary non-economic population is intervention of the government.
In conclusion, the salary given for people who cannot perform economic activities is needed not only for its beneficiaries but also for their families and even the potential beneficiaries.
